I heard on the radio what I think will help the economy get back on its feet.
Congress should provide tax credits to homeowners who insulate their homes, buy energy efficient windows or upgrade their heating and cooling systems. The same could apply to business owners.
A tax credit would immediately stimulate the purchase of these products, which are mostly made in the United States. It would also stimulate work for the U. S. based home building industry, which is greatly depressed. And it would reduce carbon emissions from the burning of oil and coal needed to heat the homes.

Believe it or not, that idea is in the draft resolution. I didn't see any details about the mechanism for distribution (Grants? Not tax credits.) And it's only a few billion dollars, but you know what they say about "a billion here, a billion there..."
Actually, there are very few things that aren't in the bill. Some of them even look useful. Almost nothing looks like it will help stimulate the economy. Most of the spending isn't even scheduled to begin until next year.
I have a feeling that the main reason we have to pass a stimulus plan NOW is that there is a danger that the economy will get better before the politicians take complete control. In that case there will be no plausible claim that post hoc, ergo propter hoc.
